If you would like to know more about this consultancy, please review the complete Terms of Reference here:  Terms of Reference UNJPSPP II Evaluation TMC0001562.pdf Minimum requirements: Advanced university degree (Master’s or higher) in Social Policy, Economics, Development Studies, Public Policy, Public Administration, or a related field (required). ENGLISH for everything At least 10 years of relevant professional experience in social protection systems, including policy frameworks, delivery mechanisms, and institutional arrangements at national and sub-national levels (required). Demonstrated experience leading or contributing to programme and/or policy evaluations, preferably for large-scale development programmes, with a focus on social protection or related sectors (required). Strong knowledge of results-based management, including logframe design and analysis, theory-based evaluation approaches, and the application of qualitative, quantitative, and mixed-methods evaluation methodologies (required). Proven analytical and report-writing skills, with the ability to synthesize complex technical, financial, and qualitative information into clear, evidence-based findings and actionable recommendations (required). Experience assessing joint, multi-agency, or multi-donor programmes, including coordination, governance, and division-of-labour arrangements, is a strong asset.
