FEMA Emergency Management Training Project Manager

We are seeking an experienced, certified training development Project Manager with federal program experience to support a mission-critical program for the Federal Emergency Management Agency (FEMA) that supports national preparedness and first responder training initiatives. In this role, you will lead program execution supporting FEMA's National Training and Education Division (NTED), which oversees the development, evaluation, and delivery of training programs for emergency managers, first responders, and public safety professionals across the United States. This position is ideal for professionals with experience in FEMA, DHS, emergency management programs, or federal training program operations who enjoy coordinating multidisciplinary teams, managing technical program reviews, and supporting initiatives that strengthen national preparedness. Key Responsibilities • Serve as the primary point of contact with Government leadership, including the Contracting Officer (CO) and Contracting Officer's Representative (COR). • Lead planning, coordination, and execution of program activities supporting training program evaluation, curriculum reviews, and instructor audits. • Manage multidisciplinary teams of Subject Matter Experts (SMEs), instructional designers, and accessibility specialists. • Coordinate technical reviews of training curricula and course materials using instructional design frameworks such as ADDIE. • Oversee the execution of course reviews and instructor performance evaluations conducted at training events nationwide. • Facilitate grant application review panels and manage structured SME evaluation processes. • Oversee Section 508 accessibility testing of training materials and electronic learning content. • Track program performance, manage schedules and deliverables, and maintain communication with government stakeholders. Required Qualifications • Bachelor's degree in emergency management, public administration, business, education, or related field. • 8+ years of professional experience in project or program management. • Experience supporting federal government programs or large multi-stakeholder initiatives. • Experience coordinating technical reviews, program evaluations, or training initiatives. • Strong organizational and communication skills with experience working with senior stakeholders. • Ability to manage distributed teams and complex program schedules.
