About this Unit; Community Partnerships provides support and leadership within the Colorado Department of Human Services (CDHS) related to all outward-facing partners, including other state agencies, counties, community organizations, and constituents. The unit is located in the Executive Director’s Office (EDO). About This Position This position maintains effective working relationships between CDHS and County offices by providing support in a number of capacities. Position serves as a liaison between CDHS and the counties to connect them with the appropriate subject matter expert within CDHS for technical assistance. Position also serves as a liaison between CDHS and the statewide County Human Services Directors organization and statewide County Commissioners organizations. Position assists the counties as needed to complete a variety of tasks to help the county meet its objectives. Position conducts regular on-site visits to counties across the state and attends Regional Director’s meetings to provide support and maintain relationships. Position utilizes available technology to create and deliver webinars and other training to communicate information to the counties. This position will function in a hybrid/remote capacity. Summary Of Responsibilities County Liaison About This position serves as an efficient communication liaison between the counties and CDHS to ensure the development of effective working relationships. In response to county inquiries, this position directs counties to the appropriate contact person/subject matter expert within CDHS who can provide answers to questions or technical assistance. The position maintains a current list of CDHS and county contacts to ensure communications occur in a timely manner. This position engages with and learns from CDHS offices about current issues to support both counties and CDHS staff in addressing concerns. This position follows up with counties to ensure questions are answered or assistance is provided satisfactorily. Specific examples of regular, ongoing decisions made by this position include: • Decides when various members of CDHS executive and program staff are necessary for site visits and makes recommendations regarding who from the county should attend. • Determine appropriate method of contacting county offices based on the type of issue or situation (e.g., on-site, phone call) • Determine when to escalate an issue that a county office is facing (e.g., employee complaints) to the Deputy Executive Director. • Determines the types of topics that will be most useful to be presented to counties during webinars. Determines the appropriate subject matter expert to present various topics. • Determines an appropriate schedule of webinar and other communications. • Determine process for connecting county offices to correct CDHS contacts, tracking communications, and evaluating the effectiveness of assistance provided. • Implement the New Director Training, according to interest and need, and develop curriculum to include appropriate CDHS Offices and Divisions. • Minimum Qualifications, Substitutions, Conditions Of Employment & Appeal Rights Experience: Six (6) years of professional experience performing liaison or community engagement type work in which the primary purpose of the position was to facilitate relationships and communication between community partners and interested, affected, or relevant parties. Successful candidates will have city, county, state or federal agency experience as a liaison or engagement lead. . Experience must demonstrate guiding interested, affected, or relevant parties toward solutions, process creation and navigation through complex situations. Experience leading a team through facilitated meetings, discussions, problem solving sessions, etc. Formal staff supervisory experience not required. . OR Education and Experience: a combination of related education which includes graduation from an accredited college or university with a Bachelor's degree in Public Administration, Business Administration, Communications, Social Work, or related field and professional experience performing liaison type work with a city, county, state or federal agency, in which the primary purpose of the position was to facilitate relationships and communication between community partners and interested, affected, or relevant parties. Experience must demonstrate guiding meeting/discussion participants toward solutions, process creation and navigation through complex situations or relevant experience in an occupation related to the work assigned equal to six (6) years Substitutions • Professional experience in the areas noted above which provide the same kind, amount and level of knowledge acquired in the
