The Oregon Department of Justice (DOJ) is seeking a Business Analyst to join our Legal Tools Program—a multi-year modernization initiative replacing outdated case management, timekeeping, and billing systems with a modern, integrated platform. This is not a back-office role. You will collaborate with agency leaders, technical teams, and stakeholders to ensure DOJ’s future systems meet the needs of our divisions and deliver a unified, reliable user experience. Your work will directly impact DOJ’s ability to serve Oregon’s communities effectively and efficiently. At this time, the position is Limited Duration through June 30, 2027, but is likely to be extended or changed to permanent in the future. This opportunity is a hybrid position of remote and in-office work. The office location is the Justice Building in Salem. Occasional travel to office locations throughout Oregon may be required. What You’ll Do Gather and Document Requirements: Conduct interviews, interpret responses, and document business and operational processes. Analyze and Redesign Processes: Collaborate with vendors and stakeholders to identify gaps and design workflow-driven solutions. Create Clear Documentation: Develop process flow diagrams, business rules, and operational manuals. Support Testing and Implementation: Develop and execute test scenarios, assist technical teams, and support user acceptance testing. Facilitate Training and Adoption: Provide training support and ensure smooth transition to new systems. Collaborate Across Teams: Work closely with project managers, an organizational change manager, and technical experts. Minimum Qualifications A bachelor’s degree in business, public administration, behavioral/social sciences, or related field AND two years of professional-level analytical and planning work; OR Equivalent combination of experience and education (five years total). AND Must pass a comprehensive employment reference check and fingerprint-based criminal background check. Must agree to comply with DOJ security and confidentiality requirements. Must have and maintain a valid Oregon Driver’s License. Preferred Qualifications Experience with large-scale IT modernization projects, SDLC, and business transformation initiatives. Familiarity with case management tools and software. Knowledge of project management and business analysis practices (BABOK, PMBOK). Technical writing experience.
