Accountant II (Cost Accountant) Time-Limited

This is a full time TIME-LIMITED position (40 hours per week) with State Benefits for a limited duration of time (with the potential to extend up to 36months). The work schedule is Monday - Friday, 8am-5pm. We value our employees and are committed to providing flexibility in work schedules. This position qualifies for teleworking on a part-time basis as part of the State Telework Program.
This Accountant II will serve as a Cost Accountant. Specific responsibilities include:
• Processing monthly cost allocation entries for DPS employees from various funding sources. This involves extracting data in a prescribed format for these required positions and allocate each employee's salary and fringe benefit based on time and effort reports provided by division staff through various methods. Data may be provided via spreadsheets or extracted directly from BEACON for divisions that utilize the charge object functionality.
• Evaluating the completeness of the time reported for each employee and communicating with program staff to investigate incomplete or excess time reported for a given period. The allocations are calculated using complex spreadsheets and uploading mass journal vouchers, or through a subsystem interface utilizing rate tables maintained in the North Carolina Financial System (NCFS).
• Verifying that the allocation is properly posted in NCFS and that cash transfers are processed for any allocations that cross budget codes within the accounting system.
• Clearing payroll and benefits suspense each pay period for payrolls each month. This involves researching the reasons for suspended transactions and determining the correct posting and notifying appropriate staff in DPS budget or human resources when errors that caused suspended items are found and preparing journal voucher (either manual or upload) to clear suspense applying appropriate accounting rules. The employee in this position must understand the DPS cost center structure in order to request validation of new account/center combinations when needed.
• Reclassifying payroll expenditures that post to NCFS incorrectly.
• Monthly allocation of all expenditures and purchases between various operating divisions within the Department based on usage orders processed in NCFS. Position allocates the costs of items purchased on a pro-rata basis to each division that consumed goods during the month and records the allocation in NCFS in the appropriate account and center.
• Providing data to accounts payable staff to allocate agency.
About the DPS Controller's Office
The DPS Controller's Office ensures that all department financial resources and funds are received, disbursed, recorded, and accounted for in accordance with all applicable State and Federal laws and regulations, Generally Accepted Accounting Principles (GAAP) and Department policy and procedures. The Controller's Office at the agency level has oversight responsibility of the department and is accountable to the office of the State Controller for the integrity of that data.

Management Preferences

Minimum Education and Experience Requirements

Bachelor's degree in accounting, OR a degree in business administration, finance, public administration, or a related discipline from an appropriately accredited institution with 18 semester hours of accounting coursework; and two years of professional accounting/auditing experience in the preparation of interpretive or analytical accounting. financial statements and reports;
or
equivalent combination of education and experience.

Military Experience
