Determines priority business needs and provides specific solutions and technologies for the development and implementation of strategic initiatives for the Health and Human Services (HHS) agency. Provides recommendation, guidance and leadership in business architecture and systems processing and leads creation of business architecture models and initiatives using project management best practices and industry architecture frameworks. Oversee the development, analysis, and revision of design procedures, program codes, test procedures, and quality standards. Oversee or leads systems design efforts, defines end-to-end architectures, and manages research studies to develop systems recommendations, implementation planning, logical descriptions of problems and optimum solutions. Provides analyses and consultation to agency leadership on key technology issues affecting the agency and research emerging trends and ideas. Skill in analyzing and eliciting business requirements, translate them into business architecture capabilities and map them to technical architecture capabilities. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Must be willing to work onsite at an Austin, TX HHS office three (3), or more, days per week. Essential Job Functions (EJFs): • Develops IT roadmaps for the agency to address desired business process and technology improvements. Promotes and supports program area needs within IT. Develops productive working relationships with program area. Understands program area needs and identifies opportunities for improvement. Applies principles of HHS IT and systems integration standards to perform strategy planning work, alternatives analysis, and risk analysis/management. (30%) • Performs business, systems, and/or legislative analyses, formulates logical descriptions of problems, and devises optimum solutions to meet customer needs. Recommends and creates technical and product strategies. May consult with customers to help them assess impact on workflow and staffing, offers advice and guidance during the implementation process. Analyzes, leads and coordinates design, development and implementation of systems and services with functionality across program areas using enterprise architecture standards. Plans and schedules studies and system implementation. (25%) • Works with other Information Technology (IT) groups in guiding the strategy for developing projects across agency systems requires coordinating, planning, and scheduling during project development and implementation stages. (25%) • Oversees and/or prepares technical strategies, organizational strategies, project plans, charts, diagrams, tables, monthly and final reports that depict present and proposed systems in terms of costs, benefits derived, and tasks accomplished. (10%) • Provides leadership, plans and coordinates workflow of team members to accomplish team goals and objectives. May supervise the work of others. Performs related work as assigned. (10%) Knowledge, Skills and Abilities (KSAs): • Knowledge of business practices and approaches. • Knowledge of enterprise DBMS environments. • Knowledge of server hardware and system software. • Knowledge of Texas state agency server technology and service delivery operational processes. • Skilled in influencing, negotiation, and problem resolution. • Skilled in quantitative and qualitative analysis. • Demonstrated ability to work on concurrent tasks while effectively prioritizing and coordinating work assignments. • Ability to think strategically and focus on results. • Ability to plan, organize, coordinate, monitor and evaluate multiple priorities. • Ability to sustain effective client to service provider business relationships. • Ability to communicate effectively with individuals and project team members. • Ability to gain and maintain the cooperation and participation of others. • Ability to understand, follow and convey brief oral and/or written instructions. • Ability to communicate both verbally and in writing, in a clear and concise manner. • Ability to work independently and as part of a team, and to support and contribute to a cohesive team environment. • Ability to work under pressure and exacting schedules to complete assigned tasks. • Ability to work occasional overtime and/or a flexible schedule as needed to meet required deadlines. Registrations, Licensure Requirements or Certifications: N/A Initial Screening Criteria: • Graduation from an accredited four-year college or university with a Bachelor of Administration (BA) or Bachelor of Science (BS) in Computer Science, Information Systems, Business, or a related field is preferred. Experience may be substituted on a year-for-year basis. • Minimum 8 years of IT experience in enterprise environments, including cloud-based and third-party outsourced components. • At least 2 years of experience in a formal architectural role, preferably in business architecture, data architecture, or enterprise architecture. • Proven experience in designing business capability models, data acquisition strategies, and BI infrastructure that support strategic decision-making. Additional Information: Any employment offer is contingent upon available budgeted funds.
