Job title: Budget Analyst Company: MELE Associates, Inc Job description: MELE Associates, Inc Job Category: Client Program Opportunities Requisition Number: BUDGE001553 Full-Time Fort Belvoir, VA, USA Job Details Description POSITION SUMMARY MELE Associates, Inc. is seeking to add a detail-oriented Budget Analyst to our National Security and Intelligence team, supporting a critical Department of Defense (DoD) client located in Alexandria, VA. The selected candidate will directly support the Defense Threat Reduction Agency (DTRA) Research and Development Directorate (RD), with focus in the Nuclear Technologies Department (RD-NT) with overall project execution, budgetary planning activities, and subject matter expertise. This full-time position is available immediately to the selected candidate and will report on-site, with the potential for a teleworking/hybrid arrangement. ESSENTIAL FUNCTIONS The Budget Analyst supporting this position will provide expertise to the Defense Threat Reduction Agency (DTRA) Research and Development Directorate (RD), specifically in the Nuclear Technologies Department (RD-NT). The successful candidate will provide Advisory and Assistance Services (A&AS) to the Nuclear Effects (RD-NTE) division. They will work with government project managers and government budget specialists in those divisions by providing budget and program planning, budget execution and analysis, and program integration across their respective portfolios. The candidate must demonstrate subject matter expertise in DoD Programming, Planning, Budgeting, and Execution (PPBE) through experience working on Program Objective Memoranda (POMs), Budget Estimate Submissions (BESs) and spend plans. Essential duties may include: • Assist in the design and preparation of PPBE, POM, and BES documents and workbooks. • Develop annual budget plans, spend plans, and budget justifications. • Compile and track division obligations and expenditures data. • Prepare weekly, monthly, and annual financial management documents and briefings to help inform RD-NT leadership of the status of the department’s budget. • Track, analyze, and resolve division unliquidated obligations (ULOs) and unresourced requirements (URRs). • Assist with the review of purchase request packages for commitment submissions. • Create and manage SOPs for financial processes used in the three divisions. • All other duties as assigned. MINIMUM REQUIREMENTS • An active DoD Secret security clearance. • Bachelor’s Degree from an accredited university or college in Finance, Management, or business-related discipline. • At least five (5) years of financial analysis/management experience. • Experience in DoD financial management, PPBE processes, and budget planning at the service or department headquarters level. • Experience with the Defense Agencies Initiative (DAI) database. • Expertise in Microsoft Excel. DESIRED KNOWLEDGE, SKILLS AND ABILITIES • Defense Acquisition Workforce Improvement Act (DAWIA) Level II certification in financial management or equivalent. • Experience with the Procurement Integrated Enterprise Environment (PIEE) tools. • Prior experience working at DTRA.
