Job Profile Summary
This role focuses on supporting the design, development, and implementation of human resource programs and policies, including recruitment, training and development, compensation and benefits, mobility, talent acquisition, diversity, talent management & organization development and employee/labor relations. In addition, this role focuses on performing the following Human Resources Service Center duties: Administers multiple areas of human resources and rewards programs including HR employment issues related to hiring, termination, contracts, retirement, etc., employee records maintenance pertaining to benefits, compensation, leaves of absence, retirement, etc. Provides Statistical reporting to internal management and external agencies. A management role that supervises employees focusing on tactical, operational activities within a specified area, with the majority of time spent overseeing area of responsibility, planning, prioritizing and/or directing the responsibilities of employees. Goal achievement is typically accomplished through performance of direct and/or indirect reports. A role that manages experienced professionals who exercise latitude and independence in assignments. Responsibilities typically include: policy and strategy implementation for short-term results (1 year or less), problems faced are difficult to moderately complex, and influences others outside of own job area regarding policies, practices and procedures.
Job Overview
This role will focus on identifying and resolving areas of HR process improvements and efficiencies, methodically managing complex HR issues, implementing and supporting governance controls, and contributing to components of the HR digital transformation project work. This includes overseeing the design and continuous improvement of core HR business processes and policies, serving as a trusted advisor partnering with HR leaders, management, employees and vendors to gather insights, establish priorities and partner with cross-functional teams to drive operational excellence and delivery across the system. This position is directly responsible for the employee experience, compliance and HR operations matters. This role leads all HR activities in compliance with policies and procedures and applicable rules, regulations and standards set forth by all applicable agencies or regulating bodes.
Job Description
Minimum Qualifications:
1. Bachelor’s degree in human resources, business administration, or a related field.
2. Eight (8) years of progressive human resources experience preferably in HR Operations, employee experience, and organization effectiveness.
3. Supervisory experience.
Preferred Qualifications:
1. Master’s degree in human resources, business administration, or related field.
2. Ten (10) years of progressive human resources experience preferably in HR Operations, employee experience, and organization effectiveness.
3. Professional certification in human resources such as the PHR, SPHR, or SHRM certification.
4. Experience with Workday.
Duties and Responsibilities: The duties and responsibilities listed below are intended to describe the general nature of work and are not intended to be an all-inclusive list. Other duties and responsibilities may be assigned.
1. Develops and leads staff in delivering high-quality customer support, with a focus on timely and accurate HR service delivery in a fast-paced environment.
2. Ensures that staff stay abreast on specialized knowledge and skills related to multiple HR areas, coordinating and providing necessary training, guidance, and coaching.
3. Enhances the effectiveness of customer issue resolution and HR service delivery by leveraging information technology, streamlining processes, strengthening controls, and liaising with other specialized roles within the Employee Service Center.
4. Creates and sustains an inclusive and growth-oriented team environment and culture that embodies the values of collaboration, empowered contributions, agility, risk taking, and career development.
5. Partners across HR and with other Employee Service Center management to coordinate cross-team support and collaboration efforts in a matrixed workload management environment.
6. Maintains relevant expert knowledge of all team support areas, topics, programs, systems, policies, and processes.
7. Identifies and actions opportunities to introduce new service scope, improve employee experiences, and/or improve internal processes to gain speed/quality/agility and/or reduce team challenges.
8. Identifies opportunities to leverage technology and/or streamline processes.
9. Manages transformation processes, including business process mapping and change management within the HR team.
10. Partners, consults, and provides training and guidance to HR on various policies and procedures.
11. Ensures the deployment of HR technology delivers business requirements.
12. Facilitates continuous process improvement of the user experience with HR through partnerships within HR and across the system.
13. Partners with key stakeholders to understand service delivery expectations and ensure services meet or exceed expectations.
14. Coordinates established procedures, policies, and standards for overall HR operations.
15. Tracks, analyzes and communicates key success metrics as they relate to human resources programs and operations.
16. Partners with COEs and Subject Matter Experts to maintain latest policies, procedures, and practices.
17. Manages and maintains all Workday knowledge management content and ensures it is accurate, up to date, and relevant.
18. Collaborates with key stakeholders including HR, Payroll, and IT teams to create, launch, and maintain new knowledge management content.
19. Assigns submitted knowledge articles to the appropriate content owners for validation.
20. Monitors knowledge article analytics, creates and maintains performance dashboards, and reports on key performance indicators around usefulness and adoption.
21. Manages navigation and search optimization for knowledge article content ensuring it produces relevant results for users.
22. Effectively manages and partners with external vendors as needed.
Physical Requirements:
1. Work environment is a professional office environment with typical office requirements such as computers, phones, photocopiers, filing cabinets, etc.
2. This is largely a sedentary role, which involves sitting most of the time, but may involve movements such as walking, standing, reaching, ascending / descending stairs and operate office equipment.
3. Frequently required to speak, hear, communicate and exchange information.
4. Able to see and read computers displays, read fine print, and/or normal type size print and distinguish letters, numbers and symbols.
5. Ability to work in confined or open environment.
6. Ability to work independently or in a team environment.

10. Knowledge and understanding of HR operations.
